Overall Purpose of Position

The Manager Operations Control and Nominated Person Ground Operations (NPGO) is responsible for overseeing and coordinating all ground operations activities to ensure efficient and safe operations. This role involves managing the Operations Control Center, ensuring compliance with aviation regulations, and maintaining high standards of safety and customer service. The Manager will also act as the Nominated Person Ground Operations, ensuring compliance with all regulatory and safety requirements related to ground handling activities.

Duties and Responsibilities

Operation Control Center (OCC) Management:

  • Lead and manage the OCC team to ensure comprehensive oversight of flight operations.
  • Coordinate and monitor all aspects of daily flight operations to ensure efficiency, safety, and punctuality.
  • Develop and implement standard operating procedures (SOPs) to maintain optimal performance in operations control.
  • Oversee the monthly roster for the OCC team in coordination with FOPS, while managing all aspects of the department, including salary budgets, training budgets, leave allocations, performance evaluations, and other related responsibilities.
  • Respond to operational irregularities, emergencies, and disruptions in a timely manner to minimize impact.
  • Collaborate with various internal departments to ensure seamless operational communication and decision-making.

Ground Operations Oversight (NPGO Responsibilities):

  • Ensure the efficient and safe management of all ground operations activities, including aircraft handling, baggage handling, fuel services, and passenger services.
  • Act as the accountable person for ground operations in compliance with Transport Malta’s regulations.
  • Maintain up-to-date knowledge of ground operations regulations and implement any necessary changes to ensure compliance.
  • Conduct regular audits and inspections of ground operations to ensure adherence to safety and regulatory standards.
  • Liaise with external service providers to ensure that ground handling services are delivered to the required standards.

Regulatory Compliance:

  • Ensure compliance with all national and international civil aviation regulations, including maintaining necessary permits, licenses, and certifications.
  • Maintain ongoing communication with Transport Malta and other relevant authorities.
  • Prepare and submit necessary reports to regulatory authorities as required.

Team Leadership & Development:

  • Provide leadership and direction to the OCC and Ground Operations teams, fostering a culture of safety, efficiency, and continuous improvement.
  • Recruit, train, and mentor staff to ensure operational excellence.
  • Oversee performance evaluations and continuous professional development of the operations control and ground operations staff.

Operational Planning & Coordination:

  • Work closely with senior management to develop and implement strategic plans for operations.
  • Monitor key performance indicators (KPIs) for operations, identifying areas for improvement.
  • Coordinate with commercial, flight operations, and other departments to align operational goals with overall business objectives.

Travel & Flexibility:

  • Be prepared to travel domestically and internationally for business needs, particularly for operations oversight, audits, or emergency responses.
  • Be available for occasional extended periods of travel, with appropriate adjustments made to employment terms.

Person Specification

Knowledge and Experience

  • Minimum of 5 years of management experience, preferably in the aviation industry, with a focus on ground operations and OCC.
  •  Strong leadership and organizational skills.
  • Ability to work under pressure and handle multiple tasks in a fast-paced environment.
  • Strong leadership and organizational skills.
  • Have a comprehensive understanding and knowledge of aviation regulations and requirement for ad hoc private aviation business.
  • Having a dispatcher license will be considered an asset.
  • Excellent spoken and written English

  • Possession of relevant aviation licenses or certifications required for the role, including any necessary permits from the Department of Civil Aviation.

  • Proficiency in industry-standard operations management software.
  • Ability to represent the Company in a professional and respectful manner.

  • Familiarity with international aviation regulations, including EASA, ICAO, and local civil aviation requirements.
  • This role is crucial for ensuring the smooth and efficient operation of ground services and the OCC, contributing to the overall success and safety of the operations.

Training will be given to the chosen candidate.
